    I agree with you, I’m having a hard time starting out as well as you. I also have a hunch that the ones that actually tell you how to get started are the kinds you have to pay for. All I can say is practice, fool around with photoshop. Take some tutorials for just editing a photo, you’ll probably find out how to use something from a tutorial in digital painting. Also, I’ve been watching a site called http://www.idrawgirls.com and despite the questionable name, it’s safe for work, and funnily enough, not much girls are drawn on there. This guy is very good, and he actually works on concept art for a game called Guild Wars, so I’d say that would probably be the best place to start learning even if you don’t want to be a game designer!
